There are very few ideas when it comes to sustainability. This one is a good idea in theory but I doubt it will work in practice. It's a bit too far fetched and then there is the problem of metals. Building a small city on the oceanic water powered by wind turbines is cool - but you need lots of Neodimium, and other metals.
